Dr.Ahmed Rostom

Dr. Ahmed Rostom possesses international economic expertise, boasting a career spanning nearly 25 years in designing structural reforms and leading major development programs, projects, and initiatives in emerging economies. His career combines international experience at the World Bank with direct government practice in formulating and overseeing the implementation of economic policies, development programs, and economic reform initiatives in Egypt.

International expertise and strategic files:

He served as a senior finance and financial sector expert at the World Bank, where he led strategic teams in East Africa and South Asia, and managed financing portfolios and projects worth billions of dollars.

Among his most notable achievements:

- Leading the infrastructure development and financing project in the COMESA region with investments of $400 million.

- Establishing the first green investment fund, the Renewable Energy Fund (M300) in East Africa with investments exceeding $500 million.

- Creating and designing specialized financing solutions for development programs and projects (green finance, Islamic finance, and support and development of small and medium enterprises).

Government experience and policymaking:

At the national level, he served as Assistant Minister of Investment (2007–2009), where he was a key figure in implementing the Financial Sector Reform Program (phases one and two). He played a pivotal role in establishing the Financial Regulatory Authority and was an active member of the national team that successfully removed Egypt from the list of non-cooperative countries in combating money laundering, during his tenure as head of the International Cooperation and Liaison Department of the Anti-Money Laundering Unit at the Central Bank of Egypt. He later oversaw, in collaboration with the World Bank, the design of exit and economic empowerment policies.
